This might be that they are elderly, have behavioural challenges, are not assessed as suitable to live in a home, and rehoming would simply be too stressful for them, amongst other things.
These animals sometimes have long-term health problems, and often attract higher bills for their upkeep: more vet visits; more specialised food etc.
